Yes folks - despite my anxiety - I can play GalCiv with my P2-333/256Mb (I know time to upgrade) 
That is I've played a couple of games up to 250 turns or so, on large maps and didnt see any problems nor any significant slowdowns. I don't know how it goes in the last stages of the game yet though - still it's better than having this great game sitting on my desk without being able to play it.
Anyhow a few comments and questions.
-Is there a way to change the Terrans banner/flag ?
-Is there a way to rename planets (not stars) ?
-Is there a way to edit the Sol System (add planets )?
-Is there an editor guide to mod - with guidelines and variables ?
