Ablities

I just got the game, and I am having trouble finding the screen where one can tweak the ablities. I have passed the screen at the start where I accolate 10 points to research and defense, and so forth. However, the manuel say I should have an extra 20 points to spend on such things as planet quality. How do I get access to these points. Thanks in advance.

You can't. You only get 10 pts. nothing more or less.

Out of the manual (p. 6, heading Civilization Bonuses): 'After choosing your political party, you can add up to 10 ability points to key areas of your civilization.'
