How do you harvest from a system that has only metal/crystal in it

How do I get a mine built in one of these areas?  Is there a way to harvest from those if there isn't a habitable planet in the gravity well?  thanks!

colony frigate for tec and advent have an ability to capture them for free.

vasari's scout has the same ability, though it takes 50% more antimatter.
