What Must you have for a Cultural Victory? - all requirements

Must your cultural influence be 90 % or greater on the menu or up to 100 %?

In my last game the menu started counting down from 12
to 2..but i got no ingame notice and then all of a sudden it was at 96% and no cultural victory looming
any more.

I was not at war.

What must exactly happen? What triggers the ingame notice of the 12 month countdown? Do you ignore the
menu countdown if you haven't received the ingame notice?

Must the menu be at 90 % or greater? 100%?

Must you be the most successful power in the game?
for example..i saw that the overall score for the Torians was greater than mine even though i was at 96%
(i'll tell you later how i found this out)

Are there financial requirements that you must have?
etc?

The cultural influence and the counter in the menu are two different things. To reach cultural victory you must have 90% of the cultural influence in the galaxy and keep it for 12 months. Military or economic might have nothing to do with the cultural victory.

The counter in the menu is how close you are to reaching that 90% target. So when it says 90% you have a cultural rating of 81%, when its 100% you have 90%. When its at 100% the 12 months start. The counter doesnt start when you are at war with any major civ.

If the other civs build up enough cultural, or you loose some (lost starbase, planet, etc) you may drop between the 90% limit and the counter stops.

Re influence:

This may sound foolish, but how do I _lose_ influence in the galaxy?

I'm a still a n00b in the game right now, and I'm playing on fairly low settings, checking out the buildings, trying to figure out strategies and researching as much as I can. Ultimately I end up winning via influence since I'm buildng stuff that puts me so far ahead of the competition.

So I realize there's a difference between influence points (which seems to be a tradeable good that only comes into play during 'United Planet' stuff) and actual influence.

Thoughts or ideas?

Each planet produces a certain amount of influence, which can be boosted with abilities and planetary improvements. So if you loose a planet your culture/influence droppes whatever that planet was worth to you in influence. In addition you can build starbases with cultural improvements giving you gigantic boosts in influence on the later tech levels. Loosing a starbase that has +200% culture will also cause you to loose those culture.

90% rating you have to reach means you have to dominate all the other races culturally. If they build a few +200% cutural starbases in their sectors you will keep your influence, but they will boost theirs which may cause you to drop below 90% again.

The computer isn't too smart when it comes to stoping you getting a cultural win on the lower settings. On the higher intelligence levels they build more influence improvements themselves so its harder to get far ahead.


Not sure how the influence you can trade differs from the cultural influence yet. I'm sure they are linked somehow, just haven't looked at the numbers and figured out what counts to what yet. Will try to do that next time I play :-)

The timer stops if you are at war with anyone ( so you can still get military conquest), and if your treasury is below a certain level it stops as well, I believe.

The game year also has to be greater than 2180 for you to win by cultural victory.

The timer doesn't stop based on treasury, but if your treasury drops to -500 your production stops, and your people start getting unhappy.
