How do culture and planet allegiance work in large, multi-star maps?

Do you just have to live with low planet allegiance due to planets in other star systems being far away from your homeworld?

You can move your homeworld to a new planet, to raise the allegiance, on more of your worlds.

Culture becomes more important on larger maps, as it becomes easier, to make enemy worlds neutral.
