Embargo: "For better or for worse"?

Wondering if negatives impact said ability.

I've had a simple question floating about my head about Embargo for a little while now; when used, will you incur a hostile planet's underdevelopment costs as well as any income it recieves?

I haven't had time to properly test this, so I decided to ask here.

I will test it right away and see if its so, I do not think that you would get the costs of a planet with embargo but it can be a bug or something.
