How do you create an Alliance?

I'm on a campaign mission where I have to ally with the Iconians and fight off the Korath and Yor. I devoted my research into diplomacy as the goal of the mission was to create an Alliance and therefor win. When I got the Alliance tech I traded it to the Iconians and waited till I can talk to them again. When the time came to talk to the Iconians I couldn't create an Alliance with them. I was on friendly terms with them and already had a economic and research treaty with them. What does it take to create an Alliance with the Iconians?

I have not played the campaign missions, but in a regular sandbox game, the only step you might be missing would be to raise your diplomatic relations even higher. Try gifting them a couple technologies or some money and see if that makes them more receptive to forming an alliance.

The relations level you need before an alliance is possible is Close.

Yes. The OP included that, so I didn't mention it again.

I also oversimplified by not mentioning that the business of just *how* you get to Close relations is a pretty tricky subject. Many threads around here focus on it or discuss it as part of other things like influence and treaties.

If you've not tried it yet, add site:forums.galciv2.com to the end of whatever you put in the box at your favorite search engine. All the good ones support the site: option, which narrows your search to whatever domain you type after site:

Go to the foreign relations screen, and check out where you stand with the Iconians. You want no (-)'s and as many (++)'s as possible. As Autistic Angel said, you can gift tech or bc. Try setting up a trade route or two with them. That will probably put you over the top. Good luck.
