AI has poor judgement on Tech value

I was playing on Intelligentlevel near the end of the game. I was on my way to a cultural victory, but noticed that the Altarians were way ahead of me in research. They had a whole bunch of techs including near omnipotence. I was on Friendly terms with them, and around even standing in diplomacy (maybe a slight edge). So I made a deal to buy all their techs: Near Omniscience, Near Omnipotence, and most of the 4D stuff all for 5600bc over 5 turns. FIVE TURNS!! So basically, if I shut down my producution for five turns (my economy produced 5500 bc per turn at that stage), I could get all the techs that would normally take me 40-50 turns to complete had I devoted 100% to research.

Oh, I forgot to add, they were involved in wars with the Torian and Dregnin, their treasury was pretty low. That probably played a factor in it too, but wondered if that was all there is to it.

You would also have helped them finish their research on "Beyond Altarian" too. This is one reason players who enable tech victory should take some penalties if the AIs beat them to the punch. The game doesn't necessarily have to end, but a big asterik by their score wouldn't hurt :p

Did you have a much higher diplomacy rating than they did?
