Carrier capital ship question

This isn't really a salient question for multiplayer but it always gets me curious during my single player games.  I have read on the SoeSE reference chart that Sovas and Halcyons can get up to 7 squadrons of strikecraft.  I also see some posts here and there referring to their favorite fighter/bomber mix for Sovas as being 4:3 or whatnot.  When I play my single player games, however, neither the lvl 10 Sovas nor the lvl 10 Halcyons ever have more than 6 squadrons.  Could someone please clear this discrepancy up for me.  Thank you.
