Some little burning questions...

I've noticed that there are a number of things not mentioned in the manual, and while I've been able to find a lot of information reading these boards, I've still got a few question marks lurking. Hopefully someone can help clear them up:
1) In looking at buildings and monuments, how can I tell how far the influence of that item goes - that is, am I correct in understanding that something like the medical system (which has +5 star influence) affects only the planet or does it affect the system? Same for the Omega planet defense. It's just not clear what means what for me.
2) When you disband a colony do you lose the colonists forever?
3) I've seen discussed, and run across myself, a number of situations where a civ finds the item that makes them stronger over time. I've also seen civs finding items that make all planets within a couple sectors uberplanets. Are those random items that anyone can find or will it always be an alien civ finding them?
4) Can you only start using governors after you've researched and changed over to star democracy or federation type governments?
5) The key guide listed in the manual seems to be missing stuff: does anyone have a resource listing all the keys and what they do?
