Some things that don't make sense to me

Using version 1.03

The racial bonus's for social and military production
increase their respective production but use up tax
revenue to support this increase. This seems to not be
a bonus as I can simply increase the expenditure rate
and manipute the ratios to get the same effect without
the bonuses.

When a planet is not producing a social or military
project, ie producing the option nothing, the credits that would normally go towards that project should not
be spent. Currently if your working on the project nothing, you still pay the same tax credits on the
nothing that you would be spending if you were actually
building something.

As stated in the Economics of GalCiv guide (Check the Encyclopedia page), the production bonus picks only affect capacity. Here's a short version of how production bonuses work: a fraction of that percent bonus is bonus capacity (you pay for it), while the rest is free. Buildings give 1/3 of the bonus as free production, starbases give 1/2 as free, and empire stats (includes racial picks) give no free production. With research, buildings are 1/3 as free, and empire stats are 2/3 free.

We've known about the wasted resources issue for a while. There's a thread that tried to suggest ways to fix it, but the devs finally decided it was better off the way it was.
