Propaganda---please read and help!

Hello all,
I've started playing GalCiv since release, and have had numerous issues with morale. I've gotten better, and can sometimes overcome a morale issue, but it seems once I fall into a morale pit, my whole economy goes out the window, which cripples my empire (can't build, research, or create ships anymore after this happens). I've read on this forum that one can spend money on PROPAGANDA to offset morale issues. However, I can't find anywhere where there is an option for PROPAGANDA.
