Assembly Drone Question

Can additional assembly drones be created, per planet, or are they automatically created with a fixed quantity depending on the type/size of planet.

The reason I ask, is I haven't been able to find a way to created additional assembly drones.

They cannot be constructed, but you can buy more with planetary upgrades.
