Why do rebels attack me?

I went heavy into the Civics research and I made it through the Policy tree and proceeded to research Insurgency. I then decided to clean out the system of the my local opponent

I noticed there were some TEC ships ( I was TEC and my opponent was Advent) and the rebel ships started attacking me (they said rebel and had the rebel fist from the research icon). Why would something I spent time researching and funding attack me? Is this a bug? Shouldn't they be "helping" me since I am freeing them?

They're essentially mini-pirate raids.

They will attack whoever is in the system, but they only appear at your enemies systems. Logically it makes sense somewhat, as they are fighting to free the system of its current rulers, whoever they may be.

If I'm winning a match vs the AI easily, I usually don't research insurgency, as it can be a pain with newly conquered systems. If it's turning out to be a long slog-fest, then I will usually research it.
