Asteroid Miners speed reduces to 1 after constructing a mine.

I tried to start a few games and noticed that my asteroid miners all go incredibly slow. While they start out with the a normal speed, their speed drops down to 1 after they have cunstructed a mine. I haven't seen this posted yet, but I am sending the save files now since it is easily reproducable. This is in TA 1.96

All ships have a speed of 1 after entering an asteroid field. I'm guessing this is intentional. You might want to fly slow when rocks bigger than your ship are tumbling around...

The speed is restored to normal on the turn after they exit, by the way.
