AI constructor frenzy

i'm not sure if i'm the first to notice this, but it seems, especially on small or tiny, that an AI or three--at normal difficulty--seem to be building more constructors than are fiscally responsible. how can an AI have a starbase after two years, with a lower pq home planet, a lower income (due to normal difficulty setting), and three or so planets colonized.

in one single game(small galaxy, all six major races, normal intelligence), i ran across the altairians with a starbase after two years. their home planet pq was either 17 or 18, while mine was 20. they also had two systems with three planets by this time(none with pv above 20). how were they able to build both the required colony ship(s) and the constructor when it took me 28 turns to build ONE with my mil production set to 60%.

in addition, the arceans had colonized six planets and somehow managed to build *four* constructors by the time my first was built. the dregnin had at least one starbase and one constructor at this time.

why can the AI out-produce me like this???

Presumably starting cash and willingness to go into debt - they have their own Mitrosoft equivalents.

That, plus they may be blackmailing minors like crazy. In the current game I'm in -- only my fourth, so it's on rather easy settings -- I was a bit nonplussed to find that EVERY starting minor was ensconced safely behind and next to another major, which obviously gives a substantial boost to the AI's blackmail and trading possibilities.

The game's still nicely in hand (like I said, it's only my fourth, so I'd set everybody to sub-normal, and used a huge/common/tight map) and really, I'd win in a year if I dropped a war that I started simply to prevent cultural victory before I finish exploring the tech tree. As for the trade... I resorted to giving one of my safe, corner-pocket worlds to a minor to set up easily escorted / starbased trade routes.
