to have a star system with say 3 habitable world and have say my empire have 2 worlds and my best freind allys the alterains have the 3rd they are having a real population problem and i was woundering if i could give them that planet but not the whole system?

When I've tried to colonize AI systems and vice-versa, it has failed. It seems that only one empire can live in a system.

AFAIK, only one Empire can have colonies in one system. One of the numerous differences from MOO.

Why not colonise it, and give it to them as a gift, they will like you even more! you can even get some techs, or money for it
