Some problem--bug or my mistake?

I allied with good civ (I was good as well)
and I tried to espionage a minor civ. But when I increase espeionage of the minor, my ally was also affected. this was true for destablization as well. In fear that it might affect my relation with my ally. I stopped doing these spy work. My ally was also at war with the minor civ as well. (Mine too). Is it a bug or am I missing something? Please help (:(

You can't spy on or destabilize minors, so trying to do so from that screen affects majors instead. I've suggested that those sliders disappear from the minors screen, as that had confused me too.
