hi there
If I am very near of enemy planet (so that I could hit their air units in the orbit), does it affect them negatively in terms of population growth or production?
Embargo kind of thing is possible in the game? LOL

Nope, that won't affect them in any way. But, have too much attack power taking any vacations in the sector where their planet is, and the race may start to get mad. If you want to hit them where it hurts without launching an attack, spend money on destabilizing. But, this has to be a long term commitment. Long term destab will sap their economy and force the race to compensate. 50 BC a turn for 100 turns here is better than 100 BC for only 10 turns. At higher intelligence levels, the AI in question may also get annoyed by any starbases in the sector stocking military and culture modules.
