Odd, terrorist random event permanently lowered PQ, even after terrorists defeated.

Turn X: I get a popup saying that some terrorists are poisoning the atmosphere of one of my planets, and said planet will drop to PQ 10, and millions of people will die. I locate the planet, and it is already PQ 12 (PQ 10+20%), and morale has tanked. I locate the terrorist planet (hint: if you're in the heart of the empire you're terrorizing, hide better) rush-buy a combat transport at my nearest planet, and dispatch the combat transport and dreadnought. I take the planet.
Turn X+1: I expect to get a popup saying that the atmosphere of the planet has returned to normal. I don't get it. Instead, I get a "planet has defected to the I-League" message. They take one look at the planet and disband it.
Turn X+2: *NOW* I get the message about the atmosphere, but the planet is at PQ 10 and is staying there.
Did this happen because the event lost track of the planet when I lost control of it? I'm not upset, loosing a PQ 15 (boosted to 18) planet late in the game isn't a big deal, but it was a little annoying. Of course, the planet I gained was better than the one I lost, and that helped
