hi there
If I am very near of enemy planet (so that I could hit their air units in the orbit), does it affect them negatively in terms of population growth or production?
Embargo kind of thing is possible in the game?

I have never heard of that.

However, if you are culturally superior, and their planet is in close proximity toward yours, there is a larger chance they will flip (and vice versa), I believe.
