How do I declare war?

I can't seem to find how I declare war on someone. Is there a way?

Just move a ship with an attack rating of at least one into the other guy's ship, trade freighter, or planet. That will bring up a confirmation message about whether you really want to go to war with X.

Little trick from CariElf: Trade an attacktreaty (on your side of the tradescreen) with someone at war with the AI you want to declare war on. You might even get something out of it

Attack something. There is no diplomacy screen option.
