Neoseeker says that there will be no retail release - is this true?

I read at the end of the Neoseeker review of entrenchment that there won't be a retail release of the 3 micro expansions, can anybody confirm if this is true - and more importantly - why?

There are some players that may not be able to get the expansions any other way, why cut them out of the game?
