No Start Menu Change

After reading all the problems everyone has posted about there being no update to the start menu and it always reverting back to the windows vista default I feel at least that I am not alone. Following suggestions from other posts I have disabled all the spyware and adware and have gone so far as to disable the firewall and virus software while installing windows blinds and mycolors and the mycolors themes. No matter what I do I still end up with everything but the start menu being changed.

If anyone has any suggestions I would love to hear them.
