Trading techs

I've just started playing TA after years of happy GC and GC2 gaming, but I'm getting confused on a couple of parts with the new non-generic tech trees. 

I'm playing a custom race that uses the Yor tech tree (i.e. most techs are only really useful for cybernetic races).  If I want to trade my techs with other races, will they want them?  Can I use any of the techs I get from other races, or do they have to be part of my tech tree to be used?


Also, when I started trading in my most recent game, I was trading techs with the Thalans, and noticed that one of their techs, Planetary Adaptation, had an asterisk next to it.  What does that mean?

Asterisk seems to be tech that aren't actually available to your tech tree - but as near as I can tell, if you can get them to trade them, you can use them, and sometimes those are quite good - but right click on them to see what it actually does - just having it doesn't give you *any* access to their tech tree past that tech, and I seem to recall at least one tech they would trade to you that was just a stepping stone to another tech of their's, itself inaccessible to you.

I have also noticed that spies can sometimes get technologies that don't seem to even *be* available for trade - sometimes you can make a killing that way if it happens to dovetail well with your tech tree.

While we are on the subject of spies, how do I get spies to gather intelligence so I can start to steal techs?  I can place agents on other planets, and the manual says I should be able to add agents to gather intelligence in the same tab, but I don't have the option.  Am I doing something wrong?  Do I ned a certain number of agents or a particular tech?
