This is the first 4x AI I have seen that can come from behind.

I very rarely play 4x games all the way to the end and would usually abandon SMAC/Civ/Moo mid-to-late game. Once you had enough momentum or especially if you had a good tech-lead, it would just be a matter of grinding the AI down.
I have found that in quite a few games so far (Intelligent/Tiny-Small-Medium/Occasional/Loose Clusters) that I have established a tech lead and have been on-par or slightly behind/ahead in military strength by the early-mid game. But one of the AIs will come back at me hard within a few years.
This is great to see and I was wondering if they can do the same thing on larger galaxy sizes. (Don't get much playing time so haven't been able to try anything above medium as yet).
If I had to pick one single favourite thing about the game - it would be this ability to come from 2nd or 3rd back to to 1st place.

Brad's stated a couple of times that he designed the AI to have long term goals, that is what you are seeing there I imagine. What happened is that the AI's goal came into fruition and thus it started kicking into gear. I agree with what you said, it's nice to play an AI that is doing something other than constantly reacting to the human opponent. The AI's act on their own, they have goals and intentions, they don't always work out but then, neither do mine. :)
