what do the asterisks (*) mean next to the colony name?

To denote that the planets are undefended? To only time I happen to see that is when there is nothing in orbit.

hmm... that could be it i guess. i saw an asterisk apprear once when i launched a colony ship. this made me think that it might have something to do with pop, but i guess launching the ship also left the system undefended...

You are correct - it means no ships in orbit
