How much time to program?

I really wondered... How much time does it take to program something like the "Integrated Technology Navigator"?

It really looks like a simple feature but so many games do not have encyclopedia and stuff like that, so I wondered.

It was not a time issue. Brad has said that some on the team wanted to include that, but he didn't think it was a good idea because it took some of the guess work out of it. He said he realized later that it should be included because some people would appreciate it. I'm paraphrasing from memory here, so hopefully I got that right.
