Are the bonuses from multiple economic starbases in the same system cumulative?

Yes (and no).

The bonuses only count within the starbase's area of effect/area of influence.  So for instance you could have a starbase within a sector that doesn't actually affect any of the planets in that sector (but it would affect the planets in the next sector over).

Essentially yes, though.  They do stack, and they do not multiply by each other, they simply add.

I don't understand your question.

If I have an economic starbase with all of the standard production/research increasing modules (DA, or TA Terran tree), it grants +24% production/research to planets within its sphere of influence.

If I add a second one at 24%, combined they now grant +48% to planets within the area that is inside both of their spheres of influence.  If they're adjacent, this can be assumed to be essentially the same sphere.

Stacking starbases are good espically in the long run.  Add tight clusters and a mfg cap and a research cap in the area of effect its awe inspring.  I had one game when in one 10x10 square I had 4 systems chocked full of planety goodness.  I built 5 econ starbases in that sector with my tech and mfg cap having 120% bonus.  Then to guild the lily I moved my tradeing planet there so at the beginning and end of the trade route the freighters got 300% bonus.  Nothing exceeds like excess.
