Why can´t I ask the Arceans for research/economic treaties?

I´m a noob and I´m currently playing humans on a large map on tough difficulty. For some time, I´ve tried to get research and economic treaties with the other races, who kept telling me it was too early for that - until a few days ago, when they all startet to sell me those treaties at a reasonable price.

Now, there is something wierd: I can´t ask the Arceans for economic or research treaties, they just don´t show up in the corresponding section of the diplomacy screen. At first I thought they sold them to another race already, but I checked the treaties section in the domestic menu, and it doesn´t show any such treaties for the Arceans.

Is there any technologie requiered to have research/economic treaties?

No technology required, no. Your initial suspicion is what I'd say, but if they haven't given it to anyone, that's pretty strange indeed.

I'm pretty sure that the active treaties isn't giving all of the information at present.  In my current game, it's late-game, and almost all the civilizations have active research and economic treaties going somewhere (made clear by the fact that they are unavailable for me to negotiate for).  But the active treaties screen is showing only a few of them.  I assume there's some espionage level requirement to know who has active economic/research treaties with whom.  If not, then there might be a bug in that regard.

As a separate issue, from what I've seen the AI never tries to negotiate research or economic treaties with the player, does it?  Why not?

I've seen this before. It could be that they've given their treaties to a minor, it wouldn't show up on that "treaties" circle. I think you may see them if you click on "report" under the portrait of the AI player.  I'm not positive if that will show treaties from minors though.

No the AI doesn't ever ask for your treaties.  Communication from the AI is pretty rare.

The Cap'n's right about looking at the View Report list in the Trade screen--just click Treaties Report. You can step through everyone who'll speak to you at the moment by clicking the arrows at the bottom corners of the viewscreen area.

I've always sort of thought that was because I tend to have low popularity until late in a typical game. If this is true, it seems like a violation of the general guideline that the computer players follow the same rules as the human. They certainly swap those treaties freely amongst themselves, but if they never ask the human player, how (why) are they asking everyone else, including the minors?
