Why are my ships so slow?

Well there was a UP law passed to make constructor base movement 5, but now all my ships have movement 5 when they're supposed to have 25. I killed Yor Collective too but that didn't help.

There is a Megaevent that limits all ship speed to 5. Especially annoying in large+ galaxies.

ugh... I'm playing in an immense galaxy (I always play immense because I accept no less)

I guess I'll just start a new game...
