What is that funny little white box?

There is a little white rectangular box in the upper left corner of the GalCiv window with
numbers in it. What is it?

It's, afaik, fps. frames per second.

Frames of what per second? And does it have a use? Is it something that can be used in
testing, debuging, problem determination, etc.?

Yes. Frames per second tells us whether the animation is smooth or not. It should always be higher than 15. Though realistically, it's not that useful.
