Where can I find the starbase?

I got the micro expansion and I have been playing it and won a few games. However I have the biggest question that will most likely make me look really dumb, but where is the starbase located so I can build one? I have looked all over and I just can't seem to find it on the TEC side.

There is a Cruiser you have to research (Raloz) that will allow you to build a starbase (The cuiser is used for parts)

Well the cruiser has a different name for each race but you research it under the defence research menu. It will be the "heavy construction frigate." Research it, build one, then use it's ability and it turns into a starbase*

 

*Note: It cannot move afterwards or be converted back the the HCF. The Vasari Starbase can move inside it's gravity well but not phase jump. Starbases can be upgraded by clicking on them then the upgrade sub menu. Some upgrades must be researched first though.

I guess you don't pay attension to the news very much, there was a pre-order for the beta of the expansion and its been out for a couple of days and you can still buy it

Oh, that makes sense, so first thing first about this site, when go to this site always check the news on home page first, then look at the most recently replied posts and look at them, then go look at your replies.
