How does the Mind Control Center work??

I know there is some controversy over it's in-game effect. Can anyone tell me how it REALLY works?

In DL/DA it provides a 100% economics bonus (racial ability equivalent). In TA it forces planets to flip once your influence is 4x the native civilization's influence, rather than rolling every turn to see if it flips-as it was originally supposed to.

It's actually technically better in TA, although you might have difficulty getting scores quite as high as when using the DL/DA version.

Also the DL/DA version makes it around 3x HARDER to flip planets.
