Modifications - Here or...where?

The manual says you can modify some of the files in the data directory. Yes, I can pull them up on Excel, but there are entries I don't understand e.g. DescStr01 0, to name just one. Are there instruction for mods somewhere on this board (I couldn't find them) or on the GalCiv website, perhaps? Thanks!
