Bug.

I have found a very frustrating bug. It causes the construction frigates around my second Terran planet to start a construction job, and then just stop with it unfinished. When I tell them to do it manually, it says the ability must be used on an unfinished project.

I noticed this once when I loaded a savegame with a project in mid-construction, but I didn't attempt to duplicate it and got sidetracked.
