Never-ending alliance wars

You know what I'm talking about; either you shower the opponent in goodies to get a peace treaty the same turn your ally makes peace with them, or your ally goes right back to war the next turn.

Is it supposed to work this way?

I have only been allied to a minor race in my first game here, but I've been able to negotiate peace while they were still fighting. Can you not do that if you want? I then went to the trouble of trying to get my ally to take a peace deal with my former enemy, but he wasn't interested. Yet he still thinks *I'm* alright.

Not an answer to your question, I know, but possibly a work around until you hear an official word.
