What's up with the "chat" rooms?

What am I missing here?

There are currently 17 people in the "GalCiv" chat room, but nobody is saying anything. I thought chat rooms were supposed to be for chatting.

I tried to go to "startoc" for help with a problem; there are 7 people in there--but again nobody is saying anything or replying to my posts.
