Phase stabilizers for starbase in star's gravity well

If you build a phase stabilizers on a starbase in a star's gravity well, it doesn't work as intended (ships can't jump directly to star from any planet with another stabilizer). Has anyone else noticed this?

Yeahi just played a game with vasaari and it´s bugged indeed. I only build phase stabilizers with my starbases and sometimes my fleet would ignore them, taking longer paths, and sometimes it works.
