Question regarding Planet Quality advantage...

What exactly does this advantage do?
Do I see uninhabited planets as if they have greater quality than another race that does not have this advantage? Or do I receive bonuses to pop growth, morale, etc, as if the planet had that quality bonus, though I don't actually see the planet that way? It makes a big difference as far as whether I should, for example, go for planets that are of lesser quality, knowing that I have that bonus.
It would be great if I could either see the planet's 'subjective' quality, instead of, or in addition to the 'true' quality. Since it still seems like only yellow and purple stars have habitable planets, it LOOKS to me like I'm seeing the base quality, and not the subjective quality.
