Silly question about Starbases

This may seem like a silly question but I figured I'd ask. Do starbases only apply their bonuses to the sector they are in? (for example, their military and social production bonus) Does it apply to every planet in the same sector as the starbase, regardless of where the starbase is located within the sector? (i.e. the starbase may be in the lower right corner of a sector, does it affect a planet in the upper left of that sector?) These may seem like silly questions, but I couldn't find a definitive answer in the manual or FAQ. Thanks.

1) Bonus from starbases on resources (military, influence, morale, etc...) applies to ALL planets, regardless of sector.

2) Bonus from starbases without resources applies to all planets located in the same sector.
