Rally Points?

What are Rally Points? I see them in the new patch, and I've read other topics about how people have asked for them. But what do they do?

If I understand correctly, they allow you to specify a location ahead of time where you want your newly created ships to automatically move to. To cut down on the the tedious job of moving them all yourself.

I asked about this in another thread. Cari responded that she added underlying code for Rally Points in the forthcoming expansion, but they aren't actually available for play in 1.04. The build notes were a bit misleading.
