The Empire?

I was at Stardock.com and there's an ad for GalCiv at the bottom of the page. It's got a picture of The Empire which is hauntingly similar to how they looked in GalCiv 2 Gold on OS/2. Are they making a reappearance in the game, or have I missed them? I don't recall even seeing The Empire in the new version of the game.
