Types of Government

I am playing my second game and have not changed my government thus far. I seem to be "winning" anyway. In my first game I changed to a republic and the only notiicable difference was elections and voting on going to war. What effects do the different governments have? I would assume that republic and democracy would lead to a higher morale level, but I can't say I noticed it in my first game. Also, do they lead to a problem declaring war? In my first game, I got a favorbale vote the 2 or 3 times I declared war, but does it ever become a problem?

Yes if you lose control of the goverment declaring war may be very hard. Damn Pacifists

The higher the level of goverment the more income you can make but it is also harder to keep the morale up on your planets.
