Neutal AI not doing any thing

I started the game to try out all the new improvements in beta 2. I expanded like normal until i came to this ice planet. All the neutral ships stayed in place and only engaged my capitol ship if it got too close to them. This was nice since i just set the capitol ship but a obivious bug.
