Alliances and treaties, whats the deal

I am new player and I and can't seem to have the option to make treaties or alliances no matter how much diplomacy I research. Is there a minium level of friendship you have to ask for these treaties/alliances? anyone got info

Yes, you need to be 'close' before you can become
someones ally. The best way to do this is to establish
several strong trade routes with them.
