[bug?] Planet population cap buffs not working?

Has anyone else noticed this:

When a planet has a buff (not sure if this is the right word) on it like fallout, which should limit the population to 30, the population still can be increased to maximum just like a normal planet?  I had this happend to a terran world, had fallout but when I colonized I was able to upgrade it to full population/tax income.  Same thing happened with an ice world.  Anyone else seen this/ brought this up before? 

Side note:  How does the search function on this board work?  I've tried a few times but it never finds any results

Wish I was at home so I could post a screenshot... ok so for a planet  you can get the buffs on them, either the planet just has them or you find when you explore... like an entertainment hub that increases culture spread rate or security protocal that gives you more tactical slots.   There is one called Fallout, which is supposed to limit the population cap on that planet to 30.  However when you do planetary research into population, you can increase the population on  a'fallout' world just like it wasn't there.

Are you sure it doesnt just reduce its max by 30. For example a terran can house up to 322 -fallout 30=292

Yup, it should reduce the maxium allowed by 30, it doesn't set the maximum to 30 ;) The red is like a negative sign, the green a plus :P So Fallout would be -30 pop!
