How do you create techs?

I probably missed this somewhere back, but how do you create new techs (such as smuggling). Also, how do you create new invasion tactics, new improvements, wonders, etc. Any explanation would be greatly appreciated.

Thanks for the help. I have since made about 30 techs using the program you made.

What are some of the ability bonuses? I'm familiar with some of them, but not with:
a) Crime
b) Cabinet
c) Government

Also, with interest rates, shouldn't the interest rates go down? It seems to me that raising interest rates is bad for your empire. If crime is some sort of monetary penalty on your empire, shouldn't the tech lower crime instead of raise it?

No problem, glad you are getting good use out of it. :)

Now, for your other questions:
a) Crime is not implemented. I've heard tell that originally your bank account would take a "corruption" hit every now and then (or monthly, I'm not sure), and this bonus would presumably lessen the hit. You can ignore it for now.
b) Cabinet is not implemented. I've never heard what it was supposed to do in the first place.
c) Government supposedly is implemented. It affects how easy it is to win elections. I haven't tested this though. Ever since 1.1 I've never lost an election, Morale is too easy now.
d) Yes, Interest Rates are counter-intuitive. Bonuses are positive, and reduce the amount of months on a lease, so a +10% bonus would reduce a 100 month lease to 90 months. It does not appear to effect the down payment or monthly BC amount, just the number of months you pay.

Crime is not currently used. When you have an extremely high trade income you can lose a small fraction of that to graft, and when you have an extremely large treasury you can lose a small amount to embezzlement. Crime supposedly will reduce that once implimented.

Cabinet doesn't do anything, and no explination of it's intended use is known.

Government makes it slightly easier to win elections. Given that there usually isn't much of a danger of that if your morale is above 45%, I don't think it's a particularly significant ability.
