Impulse won't launch

"There were one of more problems during the self-insall procedure.
Please ensure the update applied properly."

I get this when attempting to run Impulse for the first time. I've ran the installer over probably 25 times now. I'm trying to update Sins of a Solar Empire through Impulse but it refuses to launch - all other attempts to update via the game's splash sceen and in-game also fail. This is the only program I have any issues with on my system. Any insight is greatly appreciated.

Hello,

My Impulse wont lunch as well - I am running win 7 build 7000.

Error message: "Impulse was not able create its temporary directories. Please try again, premitting administrator access when requested"

I did grant the admin, tryed running it as admin, as well as in compatibility mode. Mutiple reintall did not help as well, please help.

No dice, I've tried that installer several times prior to this and I tired again just now. I get the exact same error whether I fully uninstall, repair, or whatever. I also reinstalled the .net framework on my system and restarted.

i'm still waiting for a working link to download tweak vist and i just got it. i can't install cuz it wont dowload or provide a link
