Bug or Feature?

Two actually. I've not been reading the forum for a week so if these have already been posted, sorry. Here goes:
The first one involves a new twist on an old bug. You know the disappearing ships? Now I've got disappearing planets. The same fix works - just save, quit, restart.
The second one: As long as your money holds out, you can purchase an infinite number of social improvements on the same planet.
For instance, I found a purple star smack in the center of Torian space. It had an innate influence of 26, uncolonized. They left it alone because the only two planets in the system were PQ 11 and PQ 8. I landed a colony ship on it, colonized the PQ 11 planet and then purchased Soil Enrichment. I noticed the PQ of the planet immediately rose to 12. So I scrolled up to Habitat Improvement and bought it. Immediately the PQ jumped up to 13. So I purchased Terraforming and I had a PQ 15 planet immediately. This was all on the same turn. So I just went ahead and bought all the influence bonus projects and -then- hit the end turn button.
